It’s an odd question to answer. Yes, where the low hanging fruit exists for FE and GE services, particularly in geographically-concentrated communities of interest, critical mass has existed for quite some time, to the point where end user organizations have been rigging their own workarounds both on premises and through custom arrangements with carriers on an ICB. Farther out from inner urban centers, however, opportunities appear proportionately fewer.
Interestingly, over the past several years I’ve received queries from clients about the availability of lower-speed, multi-carrier Ethernet hand-off points (i.e., a neutral switching zone), for mid-band services riding over copper (Ethernet in the first mile) and T1/T3s, for which there still is no overarching plan, AFAIK, to satisfy any-to-any.
